Sir Howard Davies

Biography

Howard Davies is Chairman of the Phoenix Group. He is also Professor of Practice at the Paris Institute of Political Science (Sciences Po) and Chairman of the International Advisory Council of the China Securities Regulatory Commission.

Career

Howard was Director of the London School of Economics and Political Science from 2003 until May 2011. Prior to that he was Chairman of the UK Financial Services Authority from 1997 to 2003.

Howard has been an independent director of Morgan Stanley Inc since 2004, and chairs the Risk Committee. He also chairs the Risk Committee at Prudential plc, whose board he joined in 2010. He is a member of the Regulatory and Compliance Advisory Board of Millennium LLC, a New York-based hedge fund, and has been a member of the International Advisory Council of the China Banking Regulatory Commission since 2003. Howard is also the author of several books on various financial subjects.

Chair - Airports Commission

Responsibilities are:

  • submitting a report to the government by the end of 2013 identifying and recommending options to the government for maintaining the UK’s status as an international hub for aviation
  • recommending to the government immediate actions to improve the use of existing runway capacity in the next 5 years – consistent with credible long-term options
  • submitting a final report to the government by summer 2015 assessing the environmental, economic and social costs and benefits of various solutions to increase airport capacity
  • considering operational, commercial and technical viability
