Hilary Jennings

Biography

Hilary Jennings was appointed as a member of the Regulatory Policy Committee in January 2022.

Hilary is an independent consultant specialising in competition and regulation, with over 25 years’ experience including:

  • a non-executive director on the board of the Guernsey Competition and Regulatory Authority
  • senior fellow at the Balanced Economy Project, not-for-profit organisation
  • previously held senior roles at the OECD and the Office of Fair Trading, as well as in the private sector
  • providing best practice advice to competition authorities and government departments, particularly in emerging economies
  • working with organisations such as the OECD, the World Bank and the European Commission

Member, Regulatory Policy Committee

Regulatory Policy Committee members are responsible for:

  • scrutinising the quality of the evidence and analysis supporting the case for why government regulation is necessary under the Better Regulation Framework
  • providing independent expert advice on whether the impact assessments, options assessments and post-implementation reviews for regulations produced by government departments are fit for purpose
