Helena Gray

Biography

Helena was appointed Deputy Director (Strategy and External Engagement) of the Scotland Office in March 2015 after returning from maternity leave. Helena joined the Scotland Office in 2012 and, before taking up her current post, led for the Scotland Office on the Scotland Analysis Programme (the programme of analysis undertaken by the UK Government to inform the independence Referendum).

Helena joined the Civil Service in 2004 as an economist in HM Treasury where she stayed for 6 years leading on aspects of indirect taxation policy, spending policy and child poverty policy. In 2011 Helena was seconded to the Scottish Government Strategy Unit for 6 months before moving to the Department for International Development leading on aspects of the departments reform agenda for the United Nations.
