Executive Director Strategy, Planning & Performance

Hannah Meyer

Biography

Hannah joined HMPPS in October 2019 to establish a new Reducing Reoffending Directorate, building on her experience of strategic policy making, cross-Government and local partnership working and programme delivery. Her directorate, renamed to Reducing Reoffending, Partnerships & Accommodation in 2020, works across Government, with the wider public and voluntary sector to reduce reoffending, primarily through improving accommodation, employment and substance misuse outcomes for prison leavers.

Before joining HMPPS, Hannah was Deputy Director for Housing Strategy at the Ministry for Housing, Communities and Local Government and she brings her experience of working with local authorities, the voluntary sector and housing providers in setting up a new ‘Community Accommodation Service’ (CAS3) for prison leavers, encompassing Approved Premises, Bail Accommodation and Support Services (BASS) and new provision for prison leavers who would otherwise be homeless.

Hannah started her Civil Service career in the Ministry of Justice in 2009 and previous Government roles include advising on home affairs and justice policy in the Cabinet Office during the Coalition, and in the Prime Minister’s No.10 Policy Unit from 2014-16. As Policy and Programme Deputy Director, Hannah led the successful second phase of the £770m Troubled Families Programme, refocussing the programme on ‘what works’ through a new evaluation approach, in partnership with local authorities.
