Hala joined the IPA from HM Treasury, where she worked on major rail and transport projects before a secondment to lead the Review on Antimicrobial Resistance commissioned by the Prime Minister in 2014. Before joining the Civil Service, Hala was an international arbitration lawyer at Skadden, Arps, Slate, Meagher & Flom LLP in New York and London, advising clients in a range of industries including energy, construction and financial services. Hala studied law in Paris and at Columbia University Law School and public administration at the Kennedy School of Government and the LSE.
