Hala joined the IPA from the Treasury, where she headed the Antimicrobial Resistance Review team for Lord O’Neill.
Hala has previously worked in the Treasury on Civil Service pay policy and on major rail and transport projects. Before joining the Civil Service, Hala was an international arbitration lawyer at Skadden, Arps, Slate, Meagher & Flom LLP in New York and London, advising clients in a range of industries including energy, construction and financial services. Hala studied law in Paris and at Columbia University Law School and public administration at the Kennedy School of Government and the LSE.
