Biography

As Strategy & Change director and SRO, Gemma is responsible for the delivery of Reform, the £1 bn courts and tribunals modernisation that will see the introduction of new online services, more efficient court processes and an operating model that reflects modern ways of working. The programme has already delivered several new services, plus better support for users and modern infrastructure, and over the next two years will see further roll-out of technology into the courts.

Prior to taking up this role, Gemma was the Crime Programme Director (a programme within Reform), leading a cross-functional and multi-agency team delivering reform across HMCTS and the wider Criminal Justice System. This included beginning the roll-out of the Common Platform, a new case management system for the 1.5 million criminal cases we process each year, and online processes for the simplest criminal cases.

Prior to joining HMCTS Gemma worked in HM Passport Office leading the change delivery teams for its Transformation Programme. Before joining the Civil Service, Gemma worked for London Underground in operational, strategic and change delivery roles. Most recently Gemma led the trains and signalling operations on the Hammersmith & City & Circle lines through the introduction of new train stock and delivered the service through the 2012 Olympics.
