Gary Downes

Biography

Gary joined Border Force as Director Border Systems in October 2013.

He has had over 20 years’ experience as a member of Executive Boards for organisations and companies operating in the Mining, Finance, Transport, Environment, Education, Health and Justice sectors and has occupied a variety of positions aimed at repositioning the entities. He has also served as a Non Executive Director on numerous occasions and has substantial Board level experience.

These roles have seen him lead major strategic, tactical and contractual negotiations with China, Japan, South East Asian countries and the USA in developing partnering agreements for new supply chains and the creation of new markets internationally.

Gary has tended to specialise in organisational turnarounds where there is a need for greater engagement and business led transitions with an improved technology tool set. Understanding the business, and ensuring supply and value chain partners create the support and access mechanisms for effective delivery, is a key focus.

He is an Office of Government Commerce and Major Projects Authority Reviewer of high risk initiatives and has had substantial interaction with the Cabinet Office, Ministers and Secretaries of State and CEOs of private sector companies in the UK and overseas.
