Biography

Gareth Davies MP was appointed Exchequer Secretary to the Treasury on 21 April 2023.

In November 2022, Gareth was appointed Parliamentary Private Secretary (PPS) to the Chancellor of the Exchequer. Previously, Gareth served on the House of Commons Finance Select Committee from 2019 and the Treasury Select Committee from 2021.

Exchequer Secretary to the Treasury

The Exchequer Secretary (XST) is responsible for:

  • Growth, productivity and investment including:
    • Investment Zones
    • British Business Bank and British Patient Capital
    • Foreign direct investment (non-FS)
    • Infrastructure (physical and digital) and UK Infrastructure Bank
    • Levelling Up and local growth (including the Levelling Up White Paper living standards mission)
    • Digital economy
    • Economic regulation and competition
    • Migration, enterprise and skills
  • Energy, climate and net zero transition policy and related taxes (including oil and gas and transport taxes)
  • The following taxes, including stakeholder engagement:
    • Excise duties (alcohol, tobacco, soft drinks industry levy and gambling), including excise fraud and law enforcement
    • Charities, the voluntary sector, and gift aid
    • Digital services tax (DST), Pillar One and Two
  • Crown Estate and the Royal Household
  • Parliamentary engagement, including Parliamentary deputy on public spending issues
