Biography
Gaon Hart was appointed as the Immigration Services Commissioner for the Immigration Advice Authority (IAA) on 12 December 2025.
Gaon brings extensive experience across regulatory assurance, enforcement, anti‑human trafficking, anti‑corruption, fraud prevention, and legal ethics. He most recently served as Interim Chair of the NHS Counter Fraud Authority and as Chair of the Police Advisory Board for England and Wales. His technological and AI expertise has been shaped through senior roles in the private sector and previously as a senior crown advocate within the Crown Prosecution Service’s Special Crime and Counter‑Terrorism Division.
Throughout his career, Gaon has focused on tackling corruption, economic crime, and unethical behaviour, as well as developing ESG frameworks, advancing human rights initiatives, and strengthening governance standards across the public sector. This breadth of expertise positions him to play a defining role in shaping the future of the immigration advice sector during a period of significant transformation.
As Immigration Services Commissioner, Gaon will provide decisive leadership, set a clear and forward looking strategic vision for the effective regulation of immigration advisers, and lead efforts to prevent, disrupt, and deter unregulated or unsafe practice across the sector.
Immigration Services Commissioner
The Immigration Services Commissioner is the head of the Immigration Advice Authority and has statutory regulatory, complaint handling and law enforcement responsibilities in respect of the giving of immigration advice and services in the UK.
