Frances Warburton

Biography
Frances Warburton was appointed as a member of the Regulatory Policy Committee in April 2025.
Frances is a regulatory and policy expert with over 30 years’ experience working across the public and private sectors, including:
- competition investigation director at the Office of Fair Trading and as a director at Ofgem, responsible for major decisions valued at over £15 billion, which relied on economic analysis including major impact assessments, with several of these decisions successfully upheld upon legal challenge
- private sector experience as a partner in the economic advisory practice at Ernst & Young advising governments and firms on economic analysis underpinning major regulatory and policy decisions
- an expert witness in several high profile regulatory decisions and market enquiries, and advising on a wide range of regulatory matters
- currently sits on Ofgem’s Enforcement Decision Panel, which takes important decisions in contested and settlement enforcement cases
- holds a masters degree in economics from the London School of Economics and a bachelor’s degree in engineering physics from Queens University in Canada
Member, Regulatory Policy Committee
Regulatory Policy Committee members are responsible for:
- scrutinising the quality of the evidence and analysis supporting the case for why government regulation is necessary under the Better Regulation Framework
- providing independent expert advice on whether the impact assessments, options assessments and post-implementation reviews for regulations produced by government departments are fit for purpose
