Fiona Mettam

Biography

Fiona Mettam is the Director of the Scotland Office, having taken up that role in August 2025 and her office base being in Edinburgh. Immediately prior to joining the Scotland Office she was Director of Energy Development at the Department of Energy Security and Net Zero. Her portfolio in that role covered upstream oil and gas policy, management and reform of the energy infrastructure planning system, relationships with the devolved governments on energy policy, and renewables decommissioning as well as sponsorship of two arms length bodies and sitting as shareholder director on the Board of the North Sea Transition Authority.  

In previous roles Fiona has worked on a range of policy, delivery and corporate issues having joined the UK Civil Service in 2001. Her career has also focused on energy, infrastructure and environmental issues in a range of organisations including BEIS, DECC, Defra, HMT and the European Commission.  In previous roles she has led HMG’s renewables strategy and offshore wind manufacturing and port  infrastructure,  developed and delivered the Renewable Heat Incentive, led Defra’s Radioactive Waste policy and established the South Downs National Park Authority. 

Fiona’s academic background is in marine and environmental biology with French, she also holds a Masters degree in environmental law and management.  She lives in the West of Scotland and has two children - aged 11 and 14.
