Biography

Fiona was appointed to serve as Interim Director General for Commercial and Growth for the Department of Health and Social Care and NHS England in February 2026.

She leads expert teams across Commercial, Medicines, Life Sciences, MedTech, Supply Resilience and Greener NHS.

To achieve the ambitions of the 10 Year Health Plan and Life Sciences Sector Plan, current focus areas include: implementation of the UK-US medicines deal, a comprehensive MedTech strategy, a growth plan, a new centre-led and locally enabled commercial model, the NHS net zero supplier roadmap, and major procurement and medicines efficiency programmes.

Fiona is laser-focused on making healthcare a key enabler of innovation and economic growth, including supporting rollout and adoption of the five transformative technologies and working with industry to solve some of the most significant challenges facing patients and clinicians.

From January 2025, as NHS England Interim Chief Commercial Officer, Fiona has led a national team of commercial professionals ensuring goods and services are delivered safely and efficiently, so that the NHS can focus on providing world-class patient care. Encouraging competition and market innovation to improve health outcomes and maximise value for taxpayer’s money, the team oversees c.£30 billion spend across approximately 80,000 suppliers.

As NHS England Director of Medicines, Value and Access, from 2023, Fiona has leveraged the health service’s considerable clinical and commercial expertise to ensure that patients across the country benefit from innovative and everyday medicines at cost-effective prices to deliver best value from a £20 billion annual medicines budget.

Prior to joining NHS England, Fiona built a career in the pharmaceutical industry, holding senior commercial, marketing and value and access roles at multinational companies that partnered with the NHS and health systems around the world.
