Emma Robinson and Philip Barclay

Biography

Emma Robinson and Philip Barclay both graduated from Oxford University. Before they joined the FCO in 1999, Emma worked for the National Health Service and for Amrop International in Bangkok, and Philip worked for London Transport and Taylor-Nelson Sofres in the same city.

Most recently Emma and Philip served as the Deputy Head of Mission at the British Embassy in Baku (2018-2023). Emma has also served as Head of Learning for the FCDO Diplomatic Academy, 1st Secretary Migration in Ankara (2009-2011), 2nd Secretary Political in Harare (2006-2009) and 2nd Secretary Trade Promotion in Warsaw (2002-6). Philip has served as 2nd Secretary Political in Harare (2006-2009) and 1st Secretary Political/Military in Warsaw (2002-2006).

Deputy Head of Mission, Latvia

The Deputy Head of Mission is a senior diplomat and typically a key advisor to the Ambassador or High Commissioner. The Deputy is responsible for the daily management of an overseas Embassy or High Commission. They will represent the UK’s interests in the absence of the Ambassador as Chargé d’Affaires. A senior ranking Deputy may also take the title Minister. Smaller missions may not have a Deputy Head.
