Biography

Before joining the Scotland Office in June 2023, Elma worked in various policy, spending, programme delivery and engagement roles across HM Treasury, the European Council Of Foreign Relations Think Tank, the European Policy Centre Think Tank, the Council of Europe, and the European Parliament.

Interim Deputy Director for Local Growth

The Deputy Director, Local Growth is responsible for:

  • Overseeing the £1.5bn Scottish City and Growth Deals and the £140m Scottish Local Growth Fund programme.
  • Working across the UK, Scottish Government, local authorities and with other external stakeholders to ensure effective delivery of wider UK Government local growth programmes, and to understand Scottish interests for the future.
  • Supporting ministers on local growth policy and delivery issues.
