Debra Soper
Biography
Debra has devoted more than 32 years to working in the pensions industry and has a wide range of experience including in-house and outsourced schemes, in both private and public sector schemes.
Debra joined the Cabinet Office in 2016 as Director of Pensions and immediately set about defining the vision for the pension scheme and driving through programmes to achieve that vision.
Debra was Chief Operating Officer and Deputy Government Chief People Officer for Civil Service HR from February 2019 to November 2021. She was responsible for Civil Service and Royal Mail Pensions, Finance, Portfolio Management Office, Inclusive Practice and HR Functional Management.
