David Vincent

Biography

David has been Head of the Governor’s Office (HOGO) and UK Policy Adviser to the Governor since November 6 2021. Prior to this, he was Deputy Head of Delegation for Politico-Military Affairs in Vienna.

He began his Civil Service career in 1989, working in the UK’s Department for Trade and Industry, before moving to the Foreign and Commonwealth Office in 2007. David previously served in Moscow, Singapore and Vienna.

Montserrat is his first tour of duty in an Overseas Territory and the Caribbean. His previous roles at DTI included Assistant Director for International Nuclear Policy & Programmes. At FCDO, his roles included Head of Arms Trade Unit, and Head of the South East Asia Climate Change & Energy Network.
