David Hughes

Biography

David was appointed as a non-executive director of Highways England in March 2015. He chairs the Highways England’s Audit and Risk Committee. David was a non-executive director of the Highways Agency from 2009 and also chaired the Audit Committee. He has been a member of the Department for Transport Audit and Risk Committee since his appointment to the Highways Agency.

A chartered accountant and a former senior partner with Arthur Andersen, David was formerly the client service and audit partner for a number of major engineering and construction companies. He is a member of the Audit Committee of the Royal College of Veterinary Surgeons. Previously he has been a non-executive director of the Animal and Plant Health Agency, a member of the Audit and Risk Committee of Defra and a non-executive director of a Clinical Commissioning Group.
