David Blackall

Biography

David Blackall was acting Chief Operating Officer of the Ministry of Defence (MOD).

As Chief Operating Officer, David supported both the Permanent Secretary and Second Permanent Secretary across a wide range of their responsibilities. He was also responsible for leading on integration and modernisation within MOD, and ensuring the Department contributed to wider government programmes for Civil Service Reform and Corporate Services Modernisation.

David joined the MOD in 2019 as Director Head Office focusing on the operation of Main Building as the MOD’s Department of State and Strategic Military Headquarters. He led a number of key initiatives across Head Office and its Enabling Organisations. David’s career has focused on project and programme management for the last 20 years, and includes a range of leadership roles within the Civil Service and on secondment to the private sector.
