Colin Allars

Biography

Colin Allars is Chair of Gov Facility Services Ltd.

Colin joined GFSL as a non-executive Director shortly after the Company was launched, subsequently becoming Chair in May 2018. An engineering graduate, Colin has worked in both private and public sectors in a wide range of delivery focussed roles. He retired from full time employment in May 2021 having been Chief Executive Officer of the Youth Justice Board, a Non-Departmental Public Body responsible for oversight of and advice on the Youth Justice System. In addition to his GFSL work, Colin is interim chair of an independent panel which examines and advises on restraint and the management of behaviour within the youth justice secure estate.

Colin has not declared any political activity.

The appointment of directors by Ministers, including the Chair, is governed by the GFSL Articles of Association, together with the MoJ/GFSL Framework Document. The appointment is not regulated by the Commissioner for Public Appointments.

Chair

  • Provide strong leadership and strategic direction to the organisation, working towards GFSL’s vision to support a world class justice system by being the best value provider for facilities services;
  • Work with the executive towards developing a culture of high performance across the organisation to deliver safe, high quality and value-driven facilities services in the justice sector;
  • Lead the Board by setting priorities, improving its corporate functions and increasing its overall effectiveness in a competitive operating environment;
  • With support of the Board, hold the organisation and Chief Executive Office to account for delivery of its strategic objectives;
  • Appraise the performance of the Non-Executive Directors of the Board and Chief Executive;
  • Monitor and engage with appropriate governance arrangements to ensure that GFSL’s affairs are conducted with probity;
  • Represent the organisation; and
  • Chair the management board and other strategic meetings.
