Chief Executive, Youth Justice Board

Colin Allars

Biography

Colin was appointed Chief Executive of the Youth Justice Board in July 2016.

He was previously Director of Probation within the National Offender Management Services (NOMS) with responsibility for establishing the National Probation Service (NPS) for England and for 21 Community Rehabilitation Companies (CRCs) whilst in public ownership.

In February 2015, ownership of the CRCs transferred and new arrangements for the delivery of probation services, known as the Transforming Rehabilitation Programme came fully into effect and at that point Colin’s responsibilities focussed on leading the development of NPS. He was a member of NOMS Executive Management Board and a Board Member of the Confederation of European Probation.

Colin has held a wide range of senior roles within NOMS and elsewhere in the public sector. His Civil Service career has included operational, policy and corporate services roles, the vast majority of which have involved work relating to offending.
