Reverend Clive Foster MBE

Biography
With personal connections to the Windrush generations through his parents who migrated to the UK from Jamaica in 1959, Reverend Foster brings both lived experience and professional expertise to the role of Windrush Commissioner.
Reverend Foster is a senior pastor at the Pilgrim Church in Nottingham and founder of the Nottingham Windrush Support Forum. He also serves as vice chair of the Windrush National Organisation where he volunteers.
Reverend Foster believes the Windrush generations should not be defined by a scandal, but by their extraordinary contribution to the UK.
Clive was appointed as the first Windrush Commissioner in June 2025.
Windrush Commissioner
The creation of the role of Windrush Commissioner forms part of the Plan for Change to ensure lessons from past injustices are fully embedded across government policy.
The Commissioner, who is appointed to a 3-year term, will provide independent oversight of the government’s work to address the lessons of the Windrush scandal and ensure that the voices of victims remain at the heart of the Windrush status and compensation schemes.
