Caroline Turnbull-Hall

Biography

Caroline Turnbull-Hall was appointed as a member of the Regulatory Policy Committee in April 2025.

Caroline is a regulatory policy specialist, particularly in relation to professional services, trade, and the impacts of Brexit, with experience including:

  • spending the majority of her career at PwC working in audit and corporate tax, before becoming director of regulatory affairs and trade at PwC UK
  • previously working at the Office for Tax Simplification and serving as a member of both the Institute of Chartered Accountants in England and Wales (ICAEW) Investigation Committee and the Regulatory Board
  • holds the position of senior regulatory policy advisor at ICAEW, sits on HMRC’s Professional Standards Committee, the Tax Law Review Committee, the Professional and Business Services Council’s International Trade Group, and works as an independent consultant
  • currently upper warden of the Worshipful Company of Tax Advisers
  • a degree in mathematics from London University, then qualifying both as a barrister and charted accountant

Member, Regulatory Policy Committee

Regulatory Policy Committee members are responsible for:

  • scrutinising the quality of the evidence and analysis supporting the case for why government regulation is necessary under the Better Regulation Framework
  • providing independent expert advice on whether the impact assessments, options assessments and post-implementation reviews for regulations produced by government departments are fit for purpose
