Biography

Carol is an HR professional with a wealth of leadership experience in a wide range of organisations. She started as Director of HR in the Cabinet Office in December 2018.

Prior to that, Carol was a Deputy Director Civilian HR Strategy in the Ministry of Defence. Before joining the MOD, Carol held a number of roles across a variety of sectors, including at the 2012 Olympics, the Ministry of Justice and the Probation Service. Carol was awarded the CBE for Services to the National Probation Service in the New Year’s Honours 2004.

Carol holds a Masters in Business Administration, an MA in Social Policy and is a qualified HR professional and social worker. Carol also holds an MA in International Security Strategy and is an alumna of the Royal College of Defence Studies.

Human Resources Director

The director is responsible for HR in the Cabinet Office and oversees:

  • Delivery of HR services (including a shared service model for employee and line manager transactions and casework)
  • Diversity and inclusion
  • Workforce planning
  • Resourcing
  • Employee relations and HR policy
  • Reward
  • Developing capability and talent
