Caitlin Kinsella

Biography
Caitlin joined the Cabinet Office in April 2025 as Director of Employee Experience and People Performance within the Government People Group. This is her first role in the UK Civil Service, where she leads the Inclusive Practice team, oversees initiatives to shape Civil Service culture and people insights, and directs the Organisation Development Practice team.
Caitlin brings over 20 years of experience across government, trade union, and commercial sectors in both Australia and the UK. Prior to joining the Civil Service, she led a large-scale cultural transformation programme impacting more than 40,000 employees across 12+ countries. Notable achievements from this work include a global increase of over 24 points in employee Net Promoter Score (eNPS) and a reduction of more than 10% in the median gender pay gap.
Outside of her professional role, Caitlin serves as a trustee for Police Now, a social enterprise dedicated to attracting exceptional and diverse individuals into neighbourhood policing.
Director of Employee Experience and People Performance
Working in the Government People Group, the Deputy Director of Civil Service Employee Experience and People Performance is accountable for setting the direction on a range of key people issues through the Civil Service Inclusive Practice and Civil Service Organisational Development Practice. Enhanced employee experience is key to better equip the Civil Service to deliver its priorities and support reform; through increased innovation, creativity, utilisation and productivity driven by improved people performance.
