Caitlin Kinsella

Biography
Caitlin Kinsella assumed the shared interim position of Government Chief People Officer for the Civil Service and Director General for the Government People Group (GPG) in November 2025.
Caitlin joined the Cabinet Office in April 2025 as Director of Employee Experience and People Performance within the GPG, where she led strategic workforce planning, oversaw initiatives to shape Civil Service culture and people insights, and led work to improve People function capability.
Caitlin brings over 20 years of experience across government, trade union, and commercial sectors in both Australia and the UK. Prior to joining the Civil Service, she led a large-scale cultural transformation programme impacting more than 40,000 employees across 12+ countries. Notable achievements from this work include a global increase of over 24 points in employee Net Promoter Score (eNPS) and a reduction of more than 10% in the median gender pay gap.
Outside of her professional role, Caitlin serves as a trustee for Police Now, a social enterprise dedicated to attracting exceptional and diverse individuals into neighbourhood policing.
Interim Joint Director General and Government Chief People Officer
The Government Chief People Officer is the head of the Government People Function and Director General of the Government People Group.
The responsibility of the GCPO includes:
- Overseeing the delivery of cross-government HR strategy and workforce planning.
- Leading the Government People Function and HR Profession in government.
- Ensuring the right policies and structures are in place to create an efficient and effective Civil Service.
- Improving the way we attract and develop talented civil servants who can deliver the Government’s agenda.
