Andrew Scott

Biography
Andrew is a member of the senior leadership team in the Office of the Parliamentary Counsel (OPC) and is also the Second Parliamentary Counsel. Andrew is in charge of a team that delivers legislation for HMRC (eg, the Finance Bill following the budget) and the Treasury (eg, financial services) as well as DWP.
Andrew has held positions elsewhere in the civil service, notably as Director of Business Tax in HMRC Solicitor’s Office. And he has also had two different spells working in the private sector (at leading City law firms).
Andrew sits part-time as a judge. He is authorised to sit as a High Court judge in the Chancery Division and is a fee-paid judge of the Upper Tribunal (Tax and Chancery Chamber) where he decides (often with a High Court judge) complex tax appeals.
