Sir Andrew Haines

Biography
Sir Andrew Haines was appointed as Chief Executive and Board member of Network Rail in August 2018 and retired in October 2025. During this time, he was tasked as 1 of the 3 leaders of shadow Great British Railways, supporting the integration of track and train ahead of legislation to create Great British Railways (GBR).
Before this, Andrew served as Chief Executive of the Civil Aviation Authority (CAA) following a wide-ranging career in the rail industry, including roles as Managing Director of South West Trains and Managing Director of the Rail Division for First Group plc.
He joined the board of trustees of London youth choirs in July 2025, became Pro-Chancellor of Cranfield University in November 2025 and joined Pennon as a Non-Executive Director in November 2025
Andrew was awarded an OBE in the 2016 New Year Honours list and received a Knighthood in the 2025 Honours list for services to transport.
