This document confirms the Terms of reference for the Infected Blood Memorial Committee meeting.


1. Terms of reference

The Terms of reference for The Infected Blood Memorial Committee is as follows:

a. To make final recommendations to the Minister for the Cabinet Office and the Infected Blood Community on the most fitting way to recognise and remember what happened to people, guided by the recommendations made by Sir Brian Langstaff in his May 2024 report and the views of the infected blood community by the end of February 2027, with the possibility of extension if needed.

b. To develop and lead the delivery of proposals for the commemorative events specified in the Inquiry’s May 2024 report and to ensure that these events are delivered in a timely manner, with a view to the first event taking place by December 2025. 

c. To ensure the memorialisation programme progresses in good time, with final timelines to be decided by Committee members. 

d. To provide recommendations for a permanent UK wide memorial including design and location, bringing in expertise on commissioning and design selection as appropriate.

e. To give consideration and support the establishment of a memorial dedicated specifically to the children of Treloars and memorials in Northern Ireland, Wales and Scotland. 

f. To engage with the Devolved Governments and stakeholders from across the UK, to ensure views and ideas are captured and activity is coordinated.

g. There  is no fixed budget for the memorials, but the Committee should ensure the programme is delivered in line with value for money principles and good practice. The money that will be made available to fund the memorials is separate and distinct from the budget that has been allocated for the Compensation Scheme. Once the Memorial Committee has initial cost proposals, it should discuss these with the Cabinet Office who will prepare a formal business case for the necessary funding.

h. To bring together specialist expertise and subject matter experts to advise the Committee as required.

i. To ensure experiences and lessons are captured to support future Government memorialisation projects. 

j. To oversee appropriate risk mitigation measures as they relate to the development of the memorialisation proposals. 

It will be for the Cabinet Office to consider and take forward the recommendations, coordinated via the secretariat. 

2.  Committee membership

As per Sir Brian’s recommendations, membership should reflect all routes of transmission.

A representative from each of the UK Government, Scottish Government, Welsh Government and the Northern Ireland Executive will sit on the Committee in an advisory capacity.  

The formal appointment of members to the Committee will be led by Ministerial appointment, following a recommendation by the Chair. The period of their appointment will be for an 18 month period with the possibility of extension if needed. Any extension request, setting out the further work the Committee needs to undertake, should be made before the end of November 2026.
