About us
The Police Negotiating Board (PNB) negotiates agreements between employers of police (local authorities) and police staff, which it recommends to the Home Secretary to become part of police regulations.
As a board, we consider matters affecting all police ranks.
There are also 3 smaller standing committees, which deal with matters affecting:
- the ‘federated ranks’ (constable to chief inspector, including cadets)
- superintendent ranks
- chief officers
Our meetings are normally held on a quarterly basis. If the parties fail to agree on a particular issue, the matter can be referred to arbitration by the Police Arbitration Tribunal.
Who we are
Our chair is John Randall and Professor Gillian Morris is deputy chair.
Responsibilities
We are responsible for negotiating:
- police officers’ hours of duty, leave, pay, allowances and pensions
- the issue, use and return of police clothing and equipment
We negotiate with 2 groups, which are referred to as ‘sides’:
- the ‘official side’, which includes representatives of the secretaries of state, police authorities and chief police officers
- the ‘staff side’, which has representatives of the police staff associations
Recommendations
We make recommendations to the Home Secretary, Secretary of State for Northern Ireland, and Scottish Ministers.
