Who we are

Government Commercial Agency (GCA) is a trading fund, an executive agency of the Cabinet Office, and a key constituent of the Government Commercial Function.

GCA’s purpose is to help the UK public sector realise the best value in its commercial and procurement activity. We call this value for the nation.

We sit at the heart of government commercial and delivery capability. We are accountable to Ministers and governed by a Board with independent non-executive directors and representation from across the public sector.

Andrew Forzani, Government Chief Commercial Officer (GCCO) has been appointed as non-executive Chair of the GCA Board and Cabinet Office Sponsor to the agency.

Our offices are in Birmingham, Bristol, Glasgow, Liverpool, London, Manchester, Newport, Norwich and York.

Our responsibilities

We’re responsible for:

  • establishing and maintaining a portfolio of commercial agreements which help organisations across the UK public sector buy goods and services required in common more efficiently and effectively 
  • providing commercial services to central government and the wider public sector, including an assisted procurement service, commercial, market and category advice and expert commercial support for the public sector’s most critical commercial challenges
  • working across public sector organisations to promote commercial best practice to improve productivity and consistency, maximising benefits from the Procurement Act 2023
  • leading and coordinating public sector organisations to manage and shape markets; and to mitigate supply chain risk for and with the public sector
  • supporting ministerial priorities including stimulating economic growth, for example through effective Small Medium Enterprise (SME) and Voluntary, Community, and Social Enterprise (VCSE) routes to market
