SLC's Annual Business Plan 2026-27
CEO Chris Larmer introduces the priorities for the year ahead
SLC has published its Annual Business Plan 2026-27, outlining how we will continue to deliver for our customers, shareholders and colleagues. Introducing the plan, Chris Larmer, our CEO, shares his thoughts on what lies ahead for SLC over the next year.
I am delighted to introduce SLC’s annual business plan for the financial year 2026-27, in which we share our plans to fulfil our core purpose to enable opportunity through the delivery of student finance.
The plan shows how we will perform our core remit, but at the same time:
- how we will progress our Government shareholders’ priority policy reforms, and
- how we aim to continue our transformation into a simpler, more modern and digital organisation.
SLC has an excellent track record in continuously improving the services that we provide.
Last year we safely delivered the academic cycle making payments of c. £12bn to over 2m students and c. £12bn to universities and colleges. We saw progress across our key priorities.
For our customers, we delivered the best ever application cycle, a year of better for disabled students, a digital step-change and year-on-year repayments improvements.
For our shareholders, Lifelong Learning Entitlement (LLE) is now a huge step closer, we achieved leading public sector fraud prevention results and DfE-recognised financial management against a background of technical and security resilience.
For our colleagues we introduced new values, new skills and new ways of working, and set up new colleague networks.
Our plans for 2026-27 are again all about progress for customers, shareholders and colleagues, through our strategic objectives.
We will continue to perform our critical public service role through effective and efficient administration of student finance, co-designing and implementing our Government shareholders’ priority policy changes to reform the student finance system, and looking to transform SLC through Programme Enable into a simpler, more modern, digital organisation.
A few final words: I would like to publicly record my thanks to our outgoing Chair, Sir Peter Lauener, not just for everything he has done for SLC (both as Chair and in a previous term as Interim CEO) but also for his shrewd advice and unfailing support to me personally.
And of course, a very warm welcome to our new Chair, Gary Page, who already has a wealth of experience as an SLC Board member.
