Panama Programme Fund: Call for Bids 2018

The call for bids for the Panama Programme Fund is now open.

Overview

The Panama Programme Fund will seek to create the right conditions for growth in Panama, seeking to deliver real, measurable outcomes in support of development in the country. Our priorities include supporting smart and inclusive infrastructure development and improving the wellbeing of citizens. Over time, we expect these projects to create opportunities for international companies, including UK companies.

Project bids

Typical projects should range in value up to USD 13,000 (with a minimum bid size of USD 5,000) and should aim to work with organisations from the government, civil society and the private sector. Projects must have completed 85% of spend by the 31 December 2018, and completed all activities by the 31 March 2019.

Official Development Assistance

All expenditures must qualify as ODA. Official Development Assistance (ODA) is a term created by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD) to measure aid. ODA should be undertaken by the official sector (official agencies, including state and local governments, or their executive agencies) and has promotion of economic development and welfare as the main objective.

Priorities

We are looking for project bids that address any of the following:

  • help Panama City leverage the 2022 regional multi-sporting event as a catalyst to deliver long-term, sustainable legacy for the city in terms of socio-economic development. Projects can address; sport development, community inclusion and participation, urban regeneration, commercial regeneration, sustainable transport and mobility solutions, among others

  • Smart Cities - increase the use of ‘smart city’ methodology and technologies, helping Panama deliver integrated, inclusive, smart and sustainable infrastructure

  • support Panama’s vision to improve transport and mobility in urban areas

Bidding process

The project proposal form (including an Activity Based Budget) should be submitted in English with the title “Panama Programme Fund 2018: XXX name of the implementer”, to Panama.Prosperity@fco.gov.uk. Deadline for submission is 19 August 2018.

  • the FCO will sign a standard Grant Contract with all successful bidders. The terms of the contract and standard grant agreement are non-negotiable. For projects up to USD 13,000, a standard Grant Agreement Form will be signed. For projects up to USD 5,000, Low Value Project Agreement Letter will be signed

  • please read all guidance and ensure that project proposals are designed and submitted in accordance with it. Proposals that do not meet the criteria and guidance will be rejected immediately
