Tax Advice Market Expert Panel (TAMEP)
The Tax Advice Market Expert Panel enables HMRC to draw on expert stakeholder insight to inform early policy ideas affecting tax advisers and the wider tax advice market. It provides a trusted and collaborative space to explore emerging and sensitive issues, including how best to raise standards, bringing expertise into the policy design process as early as possible to help shape effective outcomes.
Purpose
The Tax Advice Market Expert Panel enables HMRC to draw on insight from a diverse range of stakeholders to support the development of policy affecting tax advisers and the wider tax advice market. The panel provides expert advice, input and challenge on early policy ideas, helping HMRC explore emerging and sensitive issues such as raising standards and assessing whether existing powers operate effectively. This early involvement ensures stakeholder expertise informs the policy design process from the outset, supporting practical and collaborative outcomes.
Responsibilities
This panel will consider emerging policy thinking on how HMRC works with tax advisers, particularly where no other existing forum is suitable. This may include exploring approaches to raising standards in the tax advice market and examining whether HMRC’s powers to address advisers who cause harm are working effectively. The panel will not replace ongoing engagement through established stakeholder groups.

Membership
Membership is kept to a small, trusted group to ensure effective discussion. Additional experts may be invited to join discussions on a flexible basis where relevant.
Meetings
The panel and HMRC will engage primarily through meetings, although correspondence may be used where appropriate. The panel will meet every 2 months for 90 minutes, with timings adjusted if required depending on the topics under discussion.

All information that HMRC shares with members will be provided in confidence unless it is already in the public domain or confidentiality restrictions have been expressly lifted.
Review
The panel will be reviewed on an ongoing basis to ensure that it is adding value and that the purpose, scope and membership is appropriate.
