Population Health Improvement Stakeholder Advisory Group

The Population Health Improvement Stakeholder Advisory Group provides advice to the Department of Health and Social Care (DHSC) on the best future arrangements for prevention and health improvement. This is to ensure we have the best possible capability and capacity to support people to invest in and improve their health.

Role

On 18 August 2020 the Secretary of State for Health and Social Care announced the establishment of a brand-new organisation to provide a world-leading approach to public health protection and resilience. The National Institute for Health Protection (NIHP) brings together the health protection expertise of Public Health England (PHE), the Joint Biosecurity Centre and NHS Test and Trace under unified leadership.

As we establish the new NIHP with a focus on our capacity and capability to respond to health threats, we also need to establish the right future system and organisational arrangements for improving the health of individuals and our population.

Responsibilities

The group will consider how to strengthen both local and national functions that support improved health and wellbeing outcomes, including PHE’s wider public health and health improvement functions. It will consider how best to support a greater focus on prevention and population health in the delivery of local health services and to improve integration so that people receive the joined-up health care and support they need.

In doing so, the group will advise on how the proposals will ensure a focus on levelling up between different geographical areas and reducing disparities in health between groups and communities.

The group will input into a high-level options paper to be published in autumn 2020, ahead of wider engagement across the system. The aim is to publish the government’s final recommended approach and a delivery plan by the autumn, post-spending review, ahead of consultations with PHE staff.

The group will be chaired by Jonathan Marron, DHSC Director General for PPE and Prevention.

The secretariat will be provided by DHSC.
