Local Net Zero Delivery Group
The Local Net Zero Delivery Group has been established to bring together central government ministers and senior local government representatives to support local government to drive forward net zero action at the local level.
Objectives
The aim of the Local Net Zero Delivery Group is to improve engagement and participation of local government in net zero issues.

Working groups
The Local Net Zero Delivery Group is supported by working groups. These time-limited groups bring together official-level representatives from central and local government to drive forward the work of the Local Net Zero Delivery Group and progress other priority local net zero issues, such as local government’s net zero roles and responsibilities. The working groups are co-chaired by and delivered in partnership with the local government sector.

Meeting, 22 October 2025
Introductions were made and the new co-chairs of the Local Net Zero Delivery Group gave opening remarks. The Group then discussed the principles for a framework setting out local government’s net zero roles and responsibilities, followed by a discussion on Clean Power 2030.
Meeting, 2 July 2025
The Local Net Zero Delivery Group met at the LGA Conference in Liverpool. The Group discussed the roles and responsibilities of local government for net zero, which touched on the LGA’s consultation regarding a local government statutory duty for net zero. The Group then discussed the Warm Homes Plan.
The meeting was followed by a panel session, Power in Place: An open session of the Local Net Zero Delivery Group attended by a selection of Local Net Zero Delivery Group members.
Meeting, 26 February 2025
Introductions were made and the co-chairs of the Local Net Zero Delivery Group gave opening remarks. The Group agreed the Terms of Reference. The Group then discussed the barriers to local net zero and Great British Energy’s Local Power Plan.
Members
The Local Net Zero Delivery Group is co-chaired by DESNZ and the Local Government Association (LGA). Government membership is cross-departmental, with Ministerial-level representation from relevant Departments.
Local government membership is senior level, representing different local government organisations across multiple tiers of local authorities and across different geographical regions and political parties (where applicable). Representatives are from a cross-section of local authority functions.
