UK Border Expert Advisory Group

The UK Border Expert Advisory Group (EAG), established in September 2021, has been set up to provide external challenge to the government on border design, acting as a ‘critical friend’ with a unique insight as to how proposals impact users.

Purpose

The UK Border Expert Advisory Group is a group of experts who provide insight on border proposals to the Border and Protocol Delivery Group in Cabinet Office, responsible for coordinating the development of the policies and processes which underpin the long-term target operating model for the UK border and deliver the objectives of the 2025 UK Border Strategy.

Role

The role of the Border Expert Advisory Group is to advise the Government on its plans for the modernisation of the border. The Group itself does not have decision making authority. The Group:

  • Acts as a critical friend in relation to the overall direction of border policy;
  • Reviews design proposals that deliver the target operating model for the border, advising on the likely impact of border design on users;
  • Provides insight on how live policy is impacting border users;
  • Supports the government in horizon scanning in relation to the border, providing insight into what the private sector and other countries are planning

Membership

The Border Expert Advisory Group consists of approximately 20 members who bring expert insight on the design of borders across trade, security and the international movements of people. Members have been recommended by government departments and have been agreed to by Lord Frost. Members are asked to serve for 12 months initially, after which the membership will be subject to renewal.
