On 20 October 2022, the Office of Rail and Road (ORR) published conclusions on its review of the access charging framework for the next rail control period. This framework determines the structure and design of the charges that train operators will pay to use the national rail network in control period 7 (CP7). CP7 spans from 1 April 2024 to 31 March 2029.

The review forms part of ORR’s periodic review 2023 (PR23) programme.

The Office of Rail and Road (ORR) is reviewing Network Rail’s access charging framework.

This review relates to price control period 7, also known as periodic review 2023 (PR23), which covers the period from 1 April 2024 to 31 March 2029.

This consultation confirms our overall approach and seeks views on a number of proposed incremental changes to the existing charging framework.
