Stakeholders welcomed the report and thanked the Office of Rail and Road (ORR) for commissioning the study. All applicants responded and were pleased to note that there was ‘some’ capacity available. They noted that effective and efficient planning was essential to operate the site efficiently and to maximise the use of capacity.

Consultation description
The Office of Rail and Road (ORR) published the independent report alongside this consultation.
ORR’s initial findings were:
- There is some available capacity at Temple Mills international (TMI) depot for more trains to be stabled, serviced and maintained.
- Some of this capacity can be accessed without any changes to current operational practices at the depot.
- The rest of this capacity may be delivered through investment in changes to current operational practices. This does not include any adaptations required to ensure compatibility with different types of trains.
ORR welcomed submission from stakeholders of any evidence that they considered would support or change these initial findings.
