2. Economic statement

Average house prices in Scotland increased by 7.3% in the year to September 2022, down from 8.8% in the year to August 2022. In the year to September 2022, average house prices in Scotland were increasing slower (7.3%) than average house prices in the UK (9.5%).

On a non-seasonally adjusted basis, average house prices in Scotland decreased by 0.9% between August and September 2022, compared with an increase of 0.4% during the same period a year earlier (August 2021 and September 2021). On a seasonally adjusted basis, average house prices in Scotland decreased by 0.2% between August and September 2022.

Comparing the provisional volume estimate for July 2021 with the provisional estimate for July 2022, the volume of transactions decreased by 12.4% in Scotland. The large increase in UK volume of transactions of 133.6% over the same period was because of changes to land taxes in other parts of the UK in July 2021.

In Scotland, detached houses showed the largest annual percentage change out of all property types, rising by 9.8% in the year to September 2022 to £346,000. The lowest annual change of all property types was in flats and maisonettes, which increased by 4.4% in the year to September 2022 to £130,000.

The largest growth was in Argyll and Bute, where prices increased by 25.0% in the year to September 2022 to £207,000. The lowest annual percentage change for the year to September 2022 was in City of Aberdeen where average prices decreased over the year by 2.4% to £145,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In Scotland, average prices increased by 7.3% in the year to September 2022, down from an increase of 8.8% in the year to August 2022.

Annual price change by local authority for Scotland

Low numbers of sales transactions in some local authorities, such as Orkney Islands, Na h-Eileanan Siar and Shetland Islands, can lead to volatility in the series.

While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period.

Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

In September 2022, the most expensive area to purchase a property was City of Edinburgh, where the average cost was £337,000. In contrast, the cheapest area to purchase a property was Inverclyde, where the average cost was £130,000.

Comparing the provisional volume estimate for July 2021 with the provisional estimate for July 2022, volume transactions decreased by 12.4% in Scotland.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions decreased by 11.1% in Scotland in the year to July 2022.

5. Property status
