CDSSG04013 - How to Navigate the UK Trade Tariff, CDS Volume 3

When navigating the CDS Tariff and using it to complete a CDS declaration or Customs Clearance Request (CCR), it is important that certain steps are followed.

If these are not followed in the correct order the declaration or CCR will fail validation.

These steps are provided in the Navigation Guide (section CDSSG04000) and the CDS Tariff Step by Step Guide in Sections CDSSG06000 - CDSSG13000.

These guides walk you through how to use the Tariff and in which order the material should be used.

The navigation and step by step guides should always be your starting point when using the Tariff.

Each Movement Type of the UK Trade Tariff, CDS Volume 3 provides a guide to navigation at the start.

The correct Navigation Guide (for the specific Movement Type) should be used to navigate to different parts of the tariff, ensuring you access the correct links and guidance material for the type of declaration or Customs Clearance Request (CCR) that is being made, e.g., the data sets for imports are used rather than exports.

The Navigation Guide (specific to the Movement Type) provides a series of numbered steps that must be completed, in order, to ensure a valid declaration is submitted to CDS.  Each Navigation Guide step is covered in more detail in sections CDSSG04100 CDSSG04990.

Each step within the process details the action required and provides links to the relevant part of the UK Trade Tariff, CDS Volume 3 that is needed to complete that step. 

For example, Step 6 provides guidance on completing Additional Information Statements in Data Element (DE) 2/2.  It provides links to the Additional Information Code List in Appendix 4 and also reminds users to check Appendices 1 and 2 (Procedure and Additional Procedure Code) Completion notes for any specific AI codes needed to enter the goods to the chosen customs procedure.

Failure to complete all steps, in the order provided will result in declarations being rejected as they will not meet the required conditions for processing by the system.

Sections CDSSG04100 CDSSG04990 of this Manual walk users through the use of the Navigation Guides and explains where to find the necessary information within the UK Trade Tariff, CDS Volume 3 to complete a valid customs declaration or Customs Clearance Request (CCR).

Reminder:

The Import Customs Clearance Requests (inventory imports) and Export Customs Clearance Requests (inventory exports)  collections are for use where no written import or export customs declaration is required to release the goods.  These should not be used for inventory linked clearances where a written import or export customs declaration is required.   These are used for Customs Clearance Requests (CCRs - formerly referred to as C21s) and Entry in Declarants Records Notifications of Presentations (EIDR NOPs)

Inventory linked import and export customs declarations should be completed using the imports or exports tariff collections.  The inventory reference number is declared in DE 2/1 for those types of customs declaration.
