Civil Service Capabilities Plan: leading and managing change

Introduction

Every civil servant is a leader and a role model, whether to their teams, their colleagues or the customers they serve. By improving the way we lead and manage change we can improve many aspects of our work, reducing bureaucracy, making efficiencies and becoming more responsive in delivering public service.

Why is this a priority learning area for civil servants?

Change is a constant feature of the modern Civil Service, whether it be structures, technology or processes, and our success relies on adapting to these changes with energy and enthusiasm. Change will always be a part of the environment we work in and leaders must be equipped with the tools that they need to be able to deliver these changes whilst keeping colleagues motivated and engaged.

Our annual People Survey results tell us that we need to be better at Leading and Managing Change. Since the launch of the Capabilities Plan, a year ago, departments have been focusing on how they can become better in this area.

What does good look like?

Leading and managing change is about establishing a strong direction and vision whilst managing and engaging with people with honesty and integrity.

There are a number of simple ways you can build your capability in this priority area. You can take small steps by asking for feedback from colleagues to develop your leadership style, or more substantial tasks such as to taking on a project to manage change.

We have provided a number of tools and resources below so you can learn from other civil servants who have experienced, or led, change and a range of more intensive learning tools to help you develop your skills.

The Change Leadership Guide is an interactive resource aimed at giving senior managers practical guidance, tools and techniques to support better staff engagement during the change process.

Managing and implementing change is a practical one day workshop that has been designed for managers who want to build their expertise in leading and managing change.
