Planning and managing meaningful access to education: the Nigerian experience.

Abstract

This discussion is concerned mainly with Nigeria’s attempt to address the ‘education deficit’ with which it came into the 21st century by the introduction of a UBE (Universal Basic Education) programme in September 1999. The discussion outlines the goals and coverage and implementation of UBE, examines the extent to which these are in line with meaningful access, and suggests a ‘meaningful access model.’
