Global Compacts on Refugees and Migration Programme: Global Refugee Forum

The FCDO invites proposals by 25 April 2024 to implement the UK’s meaningful refugee participation pledge made at the Global Refugee Forum in December 2023.

About the Global Compacts on Refugees and Migration Programme

The Global Compacts on Refugees and Migration Programme (GCP) seeks to strengthen the multilateral architecture of migration and displacement management by supporting instruments that put into practice the objectives of the Global Compacts on Migration and Refugees.

The UK made 15 pledges at the Global Refugee Forum (GRF) in December 2023 to support the implementation of the Global Compact on Refugees. In response we set up the Global Compacts on Refugees and Migration Programme as the vehicle to deliver some of our pledges.

This specific project will focus on how to implement one of the pledges the UK made at the GRF, the UK’s meaningful refugee participation pledge, where we committed to:

  • increase the participation of displaced populations within UK policymaking through providing opportunities for consultation with refugee experts and strengthening links with refugee-led organisations
  • advocate for greater refugee participation within the governance of the global refugee regime, including by supporting refugee attendance during multilateral high-level meetings
  • embed refugee participation across the implementation of UK GRF pledges

We will invest in outcomes which will deliver on the UK’s meaningful refugee participation pledge (annex A).

The agreement will run for 11 months, from May 2024 until March 2025.

The successful organisation will sign an agreement with the Foreign, Commonwealth & Development Office (FCDO) to conduct a programme implementing work which delivers on our meaningful refugee participation pledge.

Only not-for-profit refugee-led organisations, or consortia with a non-for-profit organisation, are eligible to apply.

You should ensure that your bid contains the required information outlined in section B of the attached call for proposals invitation form. Incomplete proposals will not be considered.
