The YCS Matters of Concerns policy was reviewed in January 2020 following several recommendations from the Youth Custody Service Safeguarding Review which was published.

From this review several changes were made and the new process went live from 1 April 2020 and now sits within YCS HQ Safeguarding team.

A matter of concern is a concern raised by an external stakeholder or family member in relation to the quality of care or provision a child is receiving while in youth custody (including escorts).

All concerns must be raised with the specific establishments in the first instance. If a satisfactory response is not received this can then be escalated as a Matter of Concern to YCS_Matters_of_con@justice.gov.uk. There are a set of process slides and a safeguarding contacts pack attached.
