DESNZ: business appointment rules advice, October to December 2023

Transparency information about outside appointments or employment taken up by former members of the the Department for Energy Security and Net Zero (DESNZ).

This covers former staff at Senior Civil Service payband 1 (SCS1) and payband 2 (SCS2) levels. It also covers special advisers of equivalent level.

You should not draw on privileged information available to you from your time in the Crown Service.

It is advised that you continue to review the Business Appointment Rules guidance before accepting any new appointment or employment for two years after leaving the Civil Service to ensure that there is no cause for justified public concern, criticism or misinterpretation.

For 3 months from your last day in Crown service, you should not consult on behalf of Baringa (including parent companies, subsidiaries, partners and clients) on parties engaging in cluster negotiations on carbon capture, usage and storage (CCUS) or Hydrogen.

For 6 months from your last day of service, you should not become personally involved in lobbying the UK government on behalf of your new employer and/or its clients. nor should you make use directly or indirectly, of contacts in the government and/or Crown service to influence policy, secure business/ funding or otherwise unfairly advantage Baringa (including parent companies, subsidiaries, partners and clients).

However, this does not preclude you from interacting with the UK government, providing that it is related to the work of Baringa on matters aligned with government policy. In addition, this does not prohibit you from contacting the department as part of building and maintaining any day-to-day relationships with government.
