The government made a commitment to review and refresh the Regulators’ Compliance Code in the Autumn Statement 2012. The 95 consultation responses received tended to reflect the positions of stakeholder groups. Businesses and industry representative bodies supported the revised Regulators’ Code, local authorities supported its overarching principles, and national regulators had mixed views. It is proceeding in the light of this feedback, and has been published prior to its statutory introduction – anticipated in April 2014 – to give regulators the opportunity to reflect on its content and revise their policies and procedures ahead of its implementation.

Consultation description
The Regulators’ Compliance Code is the statutory code of practice that governs approaches to enforcement by non-economic regulators. The government review of it found that although its principles are sound, more is required to ensure that regulatory enforcement is properly focused on supporting business compliance and growth. This consultation concerns the introduction of a new, shorter, simpler and clearer Regulators’ Code. It seeks views on its content, application and scope.
