Public congress and citizen participation in disaster zones: New Orleans, USA

Abstract

This case study examines the challenges of large scale citizen-led planning in the aftermath of a natural disaster, Hurricane Katrina in New Orleans. As an alternative to a top-down planning process residents collectively took part in formulating a plan to rebuild their city.
