Summary of amendments made to final versions of Wave 2.1 documents

Following the closure of the clarification period on 12 August, we made amendments to the draft versions of documents that were previously available here.

We have now published the final versions here.

Please use these latest versions to complete your application. If you had completed the earlier draft forms, you will need to transfer your application to the latest final versions of the forms.

These are the key changes.

1. Competition guidance

• eligibility criteria have been expanded (see section 2.1 for further information). In addition to previous eligibility criteria:
  • registered charities that own social housing can now apply directly to the SHDF Wave 2.1 competition, either as a single bidder or as the lead of a consortium
• subsidy control advice has been updated to reflect updates to eligibility criteria (see section 2.3 for further information)
• guidance on Administration and Ancillary costs has been updated for clarity (see section 2.11.3 for further details)
• conditions of payment have been updated to outline the basis on which payments will be made to grant recipients (see section 6.3 for further information)
• indicative timeline has been updated (see section 9.1 for further information)
• Appendix A has been added, outlining guidance on how to respond to question 3.1 in the application form

2. Application forms

A. Application form (Word):

• additional declaration on data sharing for Digitalisation applicants
• questions within sections A and B updated to reflect changes to eligibility criteria
• additional question on blended funding added to section B
• guidance on completing annexes added to section B, including what to include and size limits. Guidance on annexes for specific questions have also been updated
• Question 3.1: updated question guidance and template supplied
• Question 3.2: updated question guidance and template supplied
• Question 3.3: updated question guidance
• Question 3.5: additional question added on cost variations
• Question 3.6: updated question guidance
• Question 4.2: updated question guidance

B. Application form (Supplementary Excel tables):

• minor updates to guidance text
• there are now 20 tabs for consortia bidders to complete
• specific milestones have been added to table 9
• format of tables 13-15 has been slightly updated
• addition of table on maximum proportion of infill on a block level
• addition of table 15b on geographical breakdown of bid

• guidance has been added to the ‘introduction’ tab to provide clarity on conditional formatting of cells relating to VAT considerations.
• table 9 has been updated to provide milestone units.
• tables 13 and 14 have updated conditional formatting to accurately reflect the guidance.
• guidance for table 15 has been slightly updated.
• table 15b was locked in error and has now been unlocked.
• table 16 now outlines four specific cost areas, aligned to the eligible digitalisation measures outlined in section 5 of the guidance. On the summary tab, the formula in Table 16 calculating digitalisation costs as a percentage of total capital costs has been updated to align with the guidance.

C. Application form (Annex G - SHDF Wave 2.1 Risk Register Template):

• new Excel template supplied to complete in response to question 3.2

3. Clarification questions and responses

Questions that were received during the clarification period have been added. Any new questions and responses will be marked as such.

4. Grant funding agreement (GFA), Data sharing agreement (DSA) , Privacy notice

• We have republished final draft versions of these documents, with minor amendments. We will share final versions with bidders when the competition closes, to allow you time to review before we notify you of the bid outcome.
• milestones and KPIs have been added to the GFA
• the milestones and KPIs listed in Appendix D of the DSA have been updated
