1. Information: new guide for FE colleges on asset disposal

Today we have published a bite-size guide on asset disposal for FE colleges.

This follows previous guides providing information on college reclassification that we have published since January 2023.

It provides further information for colleges regarding the requirements concerning proper use of the proceeds of asset disposal which updates that originally provided in the “Dear accounting officer letter” sent to college accounting officers on 29 November 2022.

2. Information: college and local authority accountability agreements

The college and local authority accountability agreements guidance has been updated to reflect national priority sectors and programmes for 2023 to 2024.

We had originally advised you to use the sectors named in our FE Funding and Accountability consultation (July 2022) as interim priorities for 2023 to 2024, with a final list for 2024 to 2025 being published in our formal response. We have brought this forward, updating the current advice with a final list of priorities for 2023 to 2024, to provide clarity on expectations and ambitions on National Skills Priorities.

The deadline for submitting your accountability statement is 31 May 2023. For this first year we can extend the deadline for submission of your accountability statement up to 31 July 2023. In this scenario you will need to contact your territorial team to let them know this and then submit a draft accountability statement to us by 31 May and submit your final accountability statement by 31 July 2023.

3. Information: Community Learning, new Learning Aim Class Codes from 2023 to 2024

As part of improving the way Community Learning provision is recorded on the ILR, we are introducing new Learning Aim Class Codes (LACCs) to replace the current Tier 2 Sector Subject Areas.

We have worked with a group of providers to develop 46 new LACCs which better describe the Community Learning provision being delivered. These will replace the current 51 LACCs for non-regulated Community Learning provision and the 12 LACCs for Non-regulated English, maths and ESOL, which will only be available for continuing learners.

The new LACCs will be available for use within the ILR from 2023/24 and will be available on Find A Learning Aim from 14 April.

There is a process for revising the LACCs, creating new ones or making changes in-year should any issues arise once providers start to use them. The new LACCs are intended to reflect the breadth of the current objectives for Community Learning and as such should be applicable to all provision.
