The Deputy Traffic Commissioner for the London and South Eastern Traffic Area decided:
This application is refused because:
a) the proposed operating centre is not available as required by Section 13 (5) of the Goods Vehicles (Licensing of Operators) Act, 1995.
b) the proposed site is unsuitable on the ground that the use as an operating centre would increase the impact of flooding in the area and therefore have a sufficiently detrimental effect on local residents.
Other potential environmental impacts would be assessed in greater detail if the application had been approved and was proceeding beyond this point.
