David Arkley

Biography

David was Head of the Governor’s Office (HOGO) and the UK Policy Adviser to the Governor from November 2018 to 2021. Prior to that he was Head of the International HR Policies Teams in the HR Directorate at the Foreign and Commonwealth Office in London. Montserrat is David’s third tour of duty in an Overseas Territory having previously served as Deputy Governor of Bermuda from 2009 to 2013 and again in an Acting capacity in 201 and as Acting HOGO in the Turks & Caicos Islands in the aftermath of hurricanes Irma and Maria. He has also previously served in Russia (3), the United States of America, Angola, Brazil (3), Ethiopia, Saudi Arabia, Jordan, and Portugal, and also at the United Nations in New York. In addition to recent focus on Overseas Territories issues, his work has included Public Diplomacy; British nationality, passport and consular issues; NATO and EU security policy; and legal matters. David is married and accompanied by his wife Beth. His interests include photography, fantasy sports and reading. He is a fervent supporter of Fulham Football Club and an enthusiastic fan of the National Football League.
