Right to Acquire notices for landlords to respond to tenants

Forms for housing association landlords to respond to a tenant's application to buy their property through the Right to Acquire scheme.

Your tenant can apply to buy their home through the Right to Acquire scheme by sending you a RTA 1 application form.

Homes England has produced these standard forms for tenant applications and landlord notifications to help you process Right to Acquire applications. They are not statutory forms and you can produce your own, but you must make sure they meet any legal requirements.

Respond to a tenant’s application

You must respond in writing to a tenant’s application to buy their housing association property through the Right to Acquire scheme by either accepting or denying the request through a RTA2 notice.

Send an offer notice to a tenant

This is the formal offer notice from you to the tenant, including where a revised valuation has been obtained for the property following a tenant’s application for a determination from the district valuer.

Send a first reminder to a tenant

Send a notice to remind a tenant if they have confirmed their intention to buy their home, but have not progressed the purchase to completion within a reasonable timeframe. You can issue this first reminder any time after the 12-week acceptance period of the offer notice (RTA3) has ended.

Send a final reminder to a tenant

If a tenant has not progressed the purchase of their home after your first reminder, you can send them a final reminder and provide a deadline within a reasonable timeframe to complete their purchase.
